DROUGHT RESPONSE ACTIONS

(Summarized from New York State Drought Plan, 1988)

Drought Watch:

Review and update local, regional and state drought contingency plans. Intensify monitoring and appraisal. Promote voluntary conservation efforts.

Drought Warning:

Initiate drought-plan actions and coordinate with other agencies to alleviate potential drought impacts. Request replenishment of emergency equipment stockpiles and promote public information programs. Urge completion of drought contingency plans. Intensify voluntary conservation efforts, leakage control efforts and make provisions for utilization of emergency sources of supply.

Drought Emergency:

Review drought preparedness plans for deficiencies and prepare to initiate actions to meet worst case scenarios. Intensify public information programs. Coordinate use of emergency stockpile equipment on a priority basis. Develop phased emergency disaster plans where needed. Implement mandatory water restrictions. Urge communities to tap emergency sources of water if appropriate.

Drought Disaster:

Respond to directives from the NYS Disaster Preparedness Commission and the Governor. Implement worst case options. Initiate further restrictions of water use. Enact emergency legislation where necessary and issue emergency orders as required. Declare disaster where appropriate and request federal disaster assistance.
